EVERY Dealer has a fleet sales department and many have an internet sales department.
From a local dealer here in SoCal:
"I would recommend emailing or faxing a letter to the fleet or internet departments of the local dealers around you offering to purchase a vehicle for around invoice. Note that you are shopping local dealerships and the best quote will get your business. Tell them what route you want to take on rebates or special finance rates offered (like 0% for 60 at this time). Tell them that you want a copy of the original invoice for price verification and to keep when completing the sale. See who responds and pick your best price. Make sure to mention in the letter that you wish for there quote be in relation to their selling price based on invoice, not an out the door cost or and amount off MSRP. Also have them supply the out the door cost as well (any rebates you decided to include factored in)."
