I agree it's the fuel pump. A leaking fuel pump is probably weak and may not keep the carb bowl full, which in turn my require you to use some choke to keep it rich enough to run. There should be a small weep hole on the fuel pump where leakage should run out rather than running into the crankcase, but I don't know if all pumps had it or if it could be clogged. I've been told that the diaphragms on the old fuel pumps were made of a rubber that gets ruined quickly when you put modern gasoline with all its wierd additives in it. I got a good rebuild kit for $25 recently that's supposed to be made of good rubber that will resist modern gas.
