There is no 16.5" wheel I know of which has been made with the Budd 5 bolt pattern. Also, a one piece 16.5" rim has no safety bead to keep the tire bead in place when aired down. If you are going to go to the cost and/or trouble of recentering a 16.5" rim, I can't imagine any reason not to just recenter a bead lock rather than a one-piece.

There are two surplus Hummer tires, a 36" bias ply, and a 37" radial. The 36" are very common, should be dirt cheap, and although not highly regarded for off-road traction, should be a huge improvement over the ND tires used on FFPW's and M37s.
