I have no interest in buying clothing, but I have seen the serious local surplus guys (I pity them trying to make a living while dealing with GL) take every article of clothing out of every batch box and make a careful count of what's in there. I asked one once and he said he absolutely has to do that because there's no telling what's in the box or what condition it's in at it could easily be nothing but rags.
