There is a piece of sheetmetal that is on the outer surface of the fender. It is a doubler for added strength to prevent cracking of the fender at the mount point. It is held on with the rivits that hold the fender mounting metal on the inside of the fender. The rivits are hard to find and most people use step bolts to replace the rivits. A step bolt is like a carriage bolt but has a wider and flatter head. They are used for mounting steps and are flatter for obvious reasons. I use them to replace the fender rivits and for bolting on the running boards. No a perfect match but very close.
