1956 Front Fender assembly??

I'm trying to figure out how the frt. fender lower mounting should be on a 1956 flat fendered PW. Is there a plate on the exterior of the fender that's not formed in, (viewable) just bolted in place. Thanks for the space, Jim (1980cr)
