As Kaegi mentioned, check your shoe adjustment. If they are too loose you use up all of your hydraulic motion just moving the shoes out and then there is nothing left to push against the drum with. Then you let off on the pedal and they retract all the way back and you are back to a soft pedal. I had the same problem when I redid my brakes.
