I agree -- press on whichever race is the one with the press fit. The balls or rollers are not meant to carry the extreme axial loads developed during pressing.
If the fit over a shaft is too tight, it's perfectly okay to heat the inner race up to 300 degrees or so (evenly in an oven, don't use a torch) which will often make it drop right on. This is especially good if there's no convenient way to get the assembly in a press, or you don't have a press and were about to use a piece of pipe and a sledge hammer.
