One leg is longer than the other. It is a valve spring compresser. One at a time, I'd remove the valve springs, on those 4 valves, then put a drill motor on the valve stems, and give each a whirl. I'm betting on carbon/crud being the culprit on both holes. Rings don't go to zero, valves do. The oil dribbling out of the exhast was probably from #1?

Or, do a leak-down on #1- piston to TDC, compressed air into spark plug hole, listen at oil filler, intake, and exhaust. Fersure, fersure.

Or, just run it the way it is. Inspite of ewhat the leakdoen shows, I'll bet it would run-in in about 5 minutes. Nothing to lose, all those rebuild bucks spent needlessly to gain. Just pulling a head cost, um...$75 for the gaskets? All you would risk is the excess labor of doing the work after the engine is in the chassis, instead of while the engine is on it's stand.
