Hi Tim,
That valve is below the spark plug hole. It sounds like you may have some carbon preventing the valve from closing completely, or a damaged valve. Figure on the worst case, hope for the best.
You could measure the stem on that valve to see if it is coming up as far as the good exhaust valves, if not, there is something holding it out, if it comes up as far it may be damaged, it doesn't take a very large particle to allow oil seepage or loss of compression, it might even be a broken spark plug tip "welded" to the valve.
