With the huge heavy-equipment tires and the lack of suspension travel it looks like an early attempt at an LHD (load-haul-dump) without the "L", like they use in most of the underground mines nowadays. It would not be a very good off-road 4x4. If it was sprung lightly enough to keep all its tires on the ground, the tires would hit the body due to lack of clearance. Therefore it must have very stiff suspension, which means it was intended to operate on relatively smooth ground where the total vehicle height was limited, such as haulage ways in a mine. The thick tires are necessary to keep them from being cut up on the sharp rock that constitutes the road surface underground.
