I also had to use penetrating oil and heat, plus a LARGE crescent wrench with the jaws opened just slightly larger than the steering column. After torqueing down the puller I slid the crescent up the steering column under the steering wheel giving the bottom of the wheel a good whack. Repeated a few times until it popped off.
