It is for hand cranking in the hose if the motor fails. It also has a knob that locks the reel tight so it won't unreel going down the road. The motor will free spin when you pull the hose out and you power it back in. Hand cranking is a pain I just grab the reel and turn them if there is a problem. Mark H.
