Not sure about VPW boards, but Dennis' are as good as new, or nos. Also not sure what you mean by no holes drilled for mounting to the frame. The bed cross members are bolted to the frame, not the bed sides. The bed sides are mounted to the crossmembers. Anyway, if holes are not drilled, it's probably because the builder is letting the person doing the installation drill the holes to make sure they are accurate. Fit and finish varies between trucks. Nothing worse than finding out a factory drilled hole is slightly off, whether your assembling your kid's swingset or restoring a PW. Do you know the family who runs the M37 tours out into the desert surrounding Tucson? I think they're called High Country Convoys? I took a ride with them once, nice folks, great ride.
