It's a standard T112 half ton panel body, 1941-47, dropped on a half ton WC military frame.
No special value but quite nice, although it would be even nicer if it had been a VC military frame and it had 1940 front sheetmetal.
Dodge did build 16 military VC prototypes at the end of 1939, one of which was the stepdown ambulance I'm sure. I would guess that at least one of the others was a plain panel VC military.
