The exact same ties are used on the Navajo Power Plant coal train from Page AZ to the Black Mesa coal mine. I suspect that wet wood ties may conduct enough electricity to cause an issue? As for longevity, I see the concrete changed out as often (or maybe more often), as the wood ties. There are thousands of used concrete ties in the 4 Corners region from that one short line.
