The advantage of air/hydraulic vs normal air brakes is obvious on a military truck: if you're trying to drive a truck with a non-functional air system, somebody is probably trying hard to kill you at that very moment, and going is more important to you than stopping. It's no accident that they made the M35 and M54 series trucks so they would be driveable even with no electrical system and no air system. On the other hand, for normal transportation on highways shared with lots of other vehicles, and air systems subjected only to mechanical failure and not hostile attack, the normal air-brake system is safer for everyone.
