YOur state must be exceptionally strict. In Md, if the animal is bitten by a wild animal that has not been caught, and your pet has a valid (current) rabies vaccination history, then they are not so severe about it; you need to re-vaccinate and watch the animal.
THe big problem is when folks either don't get their critters vaccinated or forget to get boosters, then the public health situation kicks in and they may need to be destroyed to be tested.
