Sometimes it's not a matter of how new or how fast a truck is, but rather can it get to places the newer and larger ETs can't? It carries less than one minute's supply of H2O, so I would guess its usefullness is in its mobility more than anything else.
Recently a family in our town had a false alarm on their home security system, and found out that NONE of the town's fire apparatus can make it up their very steep gravel driveway. At least that 250 gpm PTO pump would be able to access however many hundreds of gallons of water available from the family's swimming pool (providing it's not frozen). Better than nothing if lives are at risk.
