Spring brackets

I am tearing my 48PW down to the frame to get ready for blasting. I notices a couple of rivet heads missing from the rear spring bracket on the drivers side. It looks like someone had attempted to remove it at sometime and gave up. Has anyone had any luck removing these rivets or is it a good idea to remove the brackets from the frame? I would like to make sure every inch of the frame gets cleaned and epoxied. I did see anyting in the archives about it or my manuals.
