Balance problems usually occur at higher speeds-
50+ mph- hard to do in a war wagon.
Low speed problem is probably some thing out of round
or bent wheels. How old are your tires ? Is one coming
apart ? Jack up the front end and roll your wheels
by hand. A visual check should do. if in doubt, rotate
