I think what I have seen was meant to be run from an overhead lineshaft. What you probably need would be a freestanding one that you could stake to the ground. The only problem I see, is that the pulley would need to be larger in diameter than the stone in order to gear it down to turn slow enough to be an effective whetstone. The POWER-WAGON belt pulley turns pretty fast even with the engine idleing.

Now you went to the work to rig up a gearbox between the driven pulley and the stone, to reduce the speed of the stone, you could probably tap off of this a drive for a small pump to trickle water to wet your whetstone.
