But I don't think having to hit the starter a couple times is your problem. If the rotor was replaced, make sure it was the right one- there are 2, each is 180 degrees out. Maybe the float sunk into gummy gas and it's flooding. Idleing a little once a week may allow crummy gas to build up in the carb. Can you try with a gas line pinched off or disconnected and plugged?

I've always felt that starting and idling an engine routinely, then shutting it down just when it warms up, is not beneficial. All you do that way is slowly build up deposits of crud in the oil and carb. Now, routinely getting it out on the road for a full throttle run is a good thing. That heats the oil up and cooks out the sludge as well as flushs the fuel system and fully churns the coolant, and the gear oils too.
