OT Allis Chalmers WC help

Bought two tractors. I live in town. :) So, they both run. Both have magnetos. The older one had some stuck valves but I have them freed up.
The newer one basically has flames shooting from it's muffler all the time. Not sure what the deal is. I messed with the timing a little, and the carb but don't know exactly where to start. It seems to run pretty good but the muffler is glowing and I have flames. It is also EXTREMELY loud. Like hurts your ears to be around it. The older one doesn't even have a muffler and it is not too loud...Anyone got any idears?
