The 400 isnt a bored out low deck 383. Its its own engine. Considered a B block. Lots of people are buying them to build stroker engines out of because you can put a 440 crank in it. 383's have extra meat around the crank shaft/lower cylinder area that needs to be machined making the 383 not the block to stroke.
