Some later bushing do not have the hole in them, so they need to be drilled. You'll also note there are no threads in that hole. The oil is intended to lube the bushing/shaft. I usually start with a mixture of grease and graphite on assembly and let the oil take over. Normally grease is put on the fork and release bearing flange for smooth operation during assembly. Use grease and graphite on the passenger side shaft/bushing also
