There are a lot of subtle differences in the shapes of the locking groove from one make of rims to another. A lock ring that appears to fit may not seat properly and may be at risk of blowing off. I would think an NOS Budd lock-ring would indeed be correct, but I'd be real careful about any lock ring I just found someplace, or got from a junkyard or tire shop, even if it looked like it fit.
