That's exactly what it is supposed to do if you have over-filled the resevoir - normally it's an air vent which allows air out as the fluid comes back into the reservoir when you take your foot off the pedal.

One thing that does need to be right though, is to leave enough slack in the pushrod when it is adjusted to let the piston come fully back to the stop - otherwise when everything heats up it can expand and lock up.

Make sure you have some 'rattle' in the pushrod, and just let the fluid spurt out till it stops doing so - then don't overfill it the next time.
