For most practical purposes, most of the time they are the same. Around here off-road (dyed) diesel is sometimes sold as "high-sulphur" diesel, now that the EPA specs require very low sulphur content in highway diesel. The theory is that sulphur is important for lubricity in some older injector pumps on farm and construction equipment. I don't know how the "high sulphur" factors in with home heating oil, though very few people still heat with oil in this area. Gas service is widely available, and if it's not, electricity is still half the price of the east coast, and wood can be gotten split and delivered for $85/cord.
The two local bulk plants I'm familiar with have only two diesel tanks -- dyed and undyed -- and they sell the same dyed diesel as off-road diesel and as #2 furnace oil.
