Blame lies on both sides and I'm not pointing fingers at any one group. I just get disgusted at the at "short term gain at any cost aspect of it." I personally know of many small Mom and Pop shops that have been put in dire straits by Delphi themselves. What they've done is accept bids on projects(outsourcing) and demand , say 10 pieces, to inspect and have a firm price on a quoted amount. Once the shop spends the time and developement to get a run together they will lowball the bid. Some have to go with just to try to recover the costs. They've learned now but it still happens on occasion.

At the place I work our company considers a bad year not meeting the projected profits THEY expected. Not that we didn't make money, just not the gain from last year they wanted so "we" should try harder to find ways to cut costs.
