That is a sad story. The featherbedding is one reason why unions have lost so much support among other folks. These strories override many of the good things they have done.
A friend in the nuclear industry was telling me they have similar problems. For example he said they can't simply have an electrician come in and move a control panel. They have to have the electrician come in and safely cut off the power, then a carpenter has to come in and pull it out. Then a laborer has to haul the box and materials to where they want it, then the carpenter, then finally the electrician. It ends up wasting time and money.
