Well I know the pass you are talking about going down!! I forgot to hook up my trailer brakes on Stevens Pass going East when I switched trucks at the top to the Van! Man what a rush tring to stop with 12,000 lbs behind me when I checked the brakes at 50 mph in that first drop of the down hill run! I all most could not stop it and I puckered up real good! Lucky the road was dry and having a long ways to stop in! I may be wrong but in Washington State you need brakes on the towed vehical or trailer if it is over 1/3rd the weight of the towing vehical. I had a Vega Car Jack Knife once behind a 1960s Dodge Panel 6 cyl Truck once going down hill tring to slow down when a big Semi Truck blew by me! I remember seeing it side ways in the mirror still hooked to the tow bar. I was on Interstate 5 in the area around Shasta. I was so scared seeing the drop off coming at the end of a down hill run with a curve at the end!! I got the car back behind me and the brakes started fading fast and just about did not make it thru the curve. The 3 speed stick transmision was no help at all I just over reved the engine down shifting! Allmost could not get it back in gear again. The rest of the trip from Cal to Washington was not fun worring it might happen again. I did make it and this was back in the mid 70s when I was single and never had done anything like this befor!
