I mostly agree however I suspect that some of the criminal types stayed behind to comit crime and mayhem. Lowlifes were shooting at the helicopters so they could keep things off ballance so they could loot and etc.I think alot of it is due to the inept goverment starting at the mayors then govoners.From what I understand the local goverment of new awlins is modeled after the corrupt goverment of mexico or many of the latin american goverments. It is also vindictive of the entitlement class of folks who don`t take responsability for there lives and figure that the goverment will do it for them. Steve
