Ignition problems, and question

Okay guys, I need a little help here. I have a 46 WDX with a 218 flat head and 12 volt negetive ground electrical system. Earlier this year the truck wouldn't want to start on occasion and died on me a time or two. Now it cranks but will not start. Using a test light and the trouble shooting list from the "PIF" it looks like my coil is bad. Between the ignition switch and the coil on my truck is a ballast. On the ignition switch side of the ballast the test light was bright. On the coil side the light was weak. At the ignition switch side of the coil the light was weak also with no light on the distributor side. Since I'm not getting any light on the distributor side of the coil, I'm assuming I have bad coil. Questions; Is the ballast needed? And is there a way to determine whether the coil is 6 volt or 12 volt? I have up till now assumed that it was 12 volt, but having the ballast in there makes me wonder now.
