this is not surprising.
It is basically a war zone there, so refugees, looters, and idiots are to be expected.
The folks that are looting have likely lived in a state of poverty for most of their lives. The chaos provides them with the opportunity to make a gain, and gains in their lives have been few.
Why are they shooting at the rescuers? To keep them from restoring the chaos, so they can continue to make their "gains".
Others are desperate to get out, and will start to trample each other, they are hungry, confused, and desperate.
Remember the air lifts when South Vietnam was falling? Folks stromed the runways chasing and shooting at the planes, and ARVN soldiers shoved aside women and children to get on board.
Chaos.
