It may be worth your time to contact Paul at MARS. The link is below. He is relatively close to you and has been restoring POWER-WAGONS and military Dodges far as long as I have known him (since about 1988).
As far as cost, most people will tell you, "If you have to ask, you can't afford it." Most people who do this kind of work for the love of it, will most likely charge time and materials at a "don't bug me about when it is going to be done" rate.
