First, do you know this person real well, or did he buy your engine sight unseen for a bunch more money than you have asked for (paid for by a counterfeit bank check). Then you're supposed to pay for shipping out of the extra funds and return the rest to him? This is a common scam for out of country purchases. There are many legitimate PW enthusiasts all over the world, but you have to be careful when dealing out of country. I would expect the Russian owner could get a good engine much closer to home for far less money. There are good reputable dealers in Europe that have many engines available.
I'm not knocking your deal, I just want you to be aware of a possible scam that could cost you a bundle. What part of Wyoming are you from?
