O.T. vane-type swing cyl on old backhoe?

Just thought I'd mention this here in case any of you has worked on one of these. I'm gradually getting my old J.D. 2010 loader/backhoe rig into working condition and the last big problem is the hoe boom slowly swings to the left with the swing control valve in the off position. I've been told it's a model 50 or 51 backhoe. I assumed it was the valve leaking and am in the process of getting the valve out. No parts are available for it anymore except o-rings, so I don't know how much luck I'll have rebuilding it, but I'm going to try.

I posted the question on the ytmag tractor forum and one guy said that the problem is probably the vane-type swing cylinder itself, and not the valve. I don't see how that can be -- if no oil is getting past the valve, why would the boom swing to the side even if its vane mechanism was leaky? The boom swings at a definite steady speed, taking maybe 15 seconds to get all the way to the side, even if the tractor is parked dead level. On the other hand, I've never worked on a backhoe hydraulic mechanism before and I don't really understand what all goes on inside that valve body with all its ports and springs and valves and balls. Anybody here know anything about that? Thanks!
