Your VIN is 83912457, the 12,457th Power Wagon truck made in Detroit (839...) Your "frame number" should be identical to the VIN.
The engine appears original to your truck, with the proper "T-137" engineering code for a Power Wagon engine and an engine serial number (14153) that is close enough to the 12457 VIN to be original to your truck.
The "4312-13868" is the Budd Mfg. Co serial number for the cab mfg'd by Budd. 4312 is the model of the closed cab and the cab production, or serial, number is 13868. All three serial numbers are close enough to each other to be all original components to your truck. Congratulations on getting a nice truck!
