Rob, I'm not sure, there was a post a couple of forums back where a guy had the name of a company that re-arched springs. They had a book with all the info in it. Sorry I can't be much more help.
My 1/2 t springs sit almost flat also. don't know if that's the way they are, or if they've lost some arch over the years. My 1/2t army maint manual shows several pictures, they all show only about 1-1/4 space between bumpstop and frame, also show spring almost flat. I've included it. Flat springs ride the best, maybe that's what they were after.
