Nothing about the truck complies with Federal Highway Safety Standards required for the past 20 years. Any public agency with a vehicle of this type in service, espically for occasional and infrequent use, would be subject to extreme liability exposure in the event of a mishap. Even a waiver would do little defray a possible lawsuit.
