There are several citrus based water soluble degreasers that work somewhat ok. They do seem to perform better when hot than cold in my experience. Simple Green is one that is readily available. Have you checked the flashpoint on some of the solvent based degreasers? Some are quite high and are relatively safe. Graymills Super Agitene 141 has a flash point of 141 degree F.
