Assume we are discussing a flat-head motor. First, get a rotary wire brush for your drill and clean everything off of the top that will come off. Then get some Liquid Wrench and put some on the stuck valves every day for about a week or so. Now the vales should be able to be tapped out from below with minimal violence. You should throw the valves away and evaluate the seats to see if they can be saved - might want to replace them with stellite anyway for unleaded gas reasons.
