Does your trailer have the electric magnetic brakes? I know on my cousin's tow behind travel trailer it has those magnetic brakes that humm when you turn them on. All it is a a big 'ole electric magnet that grabs onto the drum. IIRC, they just hang there and when you apply the juice, it pulls out to the drum, causing friction, thus stoppping.
If this is the type on your trailer, it may be bound up in there... when you kick it the magnet, catches better and becomes quiet...
