OT: Elec. Trailer Brakes, Troubleshooting

My Trailer braking power has been poor ever since I left home for the Iowa Rally.

After unloading Pop's Truck at his place in MO this weekend I checked to see if I could "slide" the wheels on the trailer while empty.

Well, both wheels on the passenger side slide, and only the front drivers side slides very little. I can jack up the drivers side and both wheels are braking though.

I did then notice an additional problem. If while holding the brake engaged through the controller I roll down the voltage and then roll it back up the voltage doesn't go above much more than 1-2 volts and I have a buzz or hum from the trailer. We can't tell where from, but if I kick the trailer a time or two it stops and the voltage goes back up.

Any one know why a voltage would drop and a buzz/hum occur?

The front axle is on a feed separate from the rear, so it does not appear to be an electrical feed problem, but could it still be an electrical problem?

The trailer is grounded through the trailer electrical connector and the brakes are grounded all the way to the electrical connector (brakes get no ground from the trailer body).

Any ideas?
