The first thing to do is make sure you are looking at the right number.
Look here to se the engine number locations, and some examples of engine numbers:

Look here for the known PW specific numbers:
http://www.t137.com/registry/help/engine/engine.htm
Once you have found the rigth are, then make sure you clean the area with a wire brush or something to be sure you can read all the numbers.
If X38260-7III is the actual number then I would guess that was put there by a rebuilder, or it is for some model of car or truck I have not heard of before.
