The only two things that come to mind is;
The shift dog or the end of the drum that the shift dog locks into is worn, maybe on a taper from poor engagement in the past. Or the shift dog engagement depth is not deep enough. If the winch was assembled wrong in the past (as mine was, and a new top plate made). The top plate and the bottom tie rod is what holds the winch together in proper position. The winch ends could be to far apart giving poor engagement dog depth.
