That's just a resistor with various taps on it. It's a handy device because you can simply experiment to see which position works best for your load. My Sno-Cat came with a similar gizmo in the heater circuit, but it got hotter than heck and dropped too much voltage in my application. Since most 6V motors can probably safely run on up to 8 volts or without burning up, you have a fair bit of leeway in what resistor value you use.
