Best bet; quit your job, sell your house, move your family to Alabama or one of those easier states, register/title it there, sell that house and move back to CA. EASY!!
Nebraska has three different ways of getting a title, two are exPENsive, and the other one is... well, it's like you're going through right now; a mountain of paperwork, numerous trips to the DMV only to find out you need another form, and on and on and on...
