Some go as high as 12 psi, others don't last. Some need a regulator, they are available. Mechanical pumps last 10 years, work fine...my personal experience. And I just bought one with a MANUAL priming lever, ideal for a vehicle that only gets sporadic use.

Have you tried running the pump with the top off the carb? just to see actual float level? Some motors will actually run that way- got extinguisher? Does the accelerator pump circuit have all of it's check valves in all the right places? One of them is there to prevent siphoning of fuel through the squirter, it may be a tiangular gizmo like an inlet needle, some have a weight on top of the check valve.
